Town Will Put Out $1.5 Million Bond in January For Littleton Road Housing Project

Town Moderator Richard DeFreitas discussed a committee being created to look at Town Meeting rules. His goal is to have a set of agreed upon rules that will make Town Meetings quicker will maintaining proper disclosure of information.

He also discussed an opening on the Finance Committee.

Gene Harkins of Bigelow Street was upset with his street not being fixed after sewerage came to his street. For years, he says that when a flow hits a pipe exposed near his street, chips of plaster hit his house.

He also had concerns over the overall condition of his street, saying that he had been ignored frequently by town government.

Selectman Pat Wotjas discussed openings on various boards, a one-day beer and wine license was granted to North Town Hall Advisory Commitee, vendor licenses were given to North Pole Christmas Trees and the Travis Road Foundation.

Chelmsford Affordable Housing director David Hedison announced his organization has gotten approved financing for two projects, one in Westford, and requested the Selectmen to provide notice to residents 90 days ahead of time (approximately January) and businesses on Littleton Road so bonding could be obtained for the Chelmsford Woods project.

The vote specifically directed the Town Manager to direct the treasurer to borrow $1,486,953 in January.

The town has been given a grant for just over $12,000 to investigate a solar farm at the Swain Road landfill site and he also provided an update on the Glenview Landfill capping: an unfilled landfill on the Lowell border used for the Big Dig and has been dormant for several years.

Glenview is no longer meeting DEP requirements and the state is requiring it to be fully capped.

Selectman George Dixon asked a question regarding flooding in the area that had some relation with the landfill.

Town Manager Paul Cohen said he addressed questions to the state relating to earlier bonding relating to property, and said that the property is in arrears for over $400,000 of local property taxes.

The Board of Health and Conservation Commission will also need to be consulted on the project.

Selectman Jim Lane asked a question relating to the capping regarding traffic congestion on Drum Hill Road, since construction equipment will have to travel through the road to the property, saying the odds that are not favorable that nothing would happen given the amount of traffic in the area.
