Two Lowell Men Arrested for Stolen Property Incident

Chelmsford Police Department officers made several arrests in recent days. Below are those arrests, which do not indicate a conviction.

Tuesday, August 20

  • Chelmsford Police arrested Kadeem R. Winspeare, 23, of 360B Prospect Street, Cambridge. He was arrested on two outstanding warrant charges.
Wednesday, August 21
  • Following an incident in town, police arrested Kevin Dutra, 21, of 300 Park View Ave., Lowell. Dutra was arrested on outstanding warrants for harassment, witness intimidation, and larceny. In addition, he was charged with buying or receiving stolen property.
  • Jonathan A. Orozco, 18, of 785 Merrimack Street, Lowell, was arrested and charged with buying or receiving stolen property. Orozco's arrest involved the same incident as Dutra's.
