Four Arrested After Police Chase, Driver Faces 12 Charges

The following information was supplied by the Chelmsford Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

A police chase that began in Chelmsford resulted in the arrest of two juveniles and four total people who were charged by Westford Police on variety of counts that include drug possession.

According to Westford Police Capt. Victor Neal, officers attempted to pull over a vehicle in Chelmsford on Route 27 early in the morning on Thursday, Aug. 8, when the vehicle refused to stop.

A crash ensued in Westford near Littleton and Powers Roads at 2:31 a.m. Following the crash, the driver was arrested for a long list of charges that include assault with a dangerous weapon due to the way he operated the vehicle. Three others were taken into custody as well.

Below is a list of all charges related to the incident:

Christian O. Cepeda-Ortiz, of Warwick Street, Lowell

  • Possession of Class B drugs
  • Possession with intent to distribute Class D drugs
  • Person under 21 possessing liquor
  • Possession of Class D drugs
  • Failure to appear upon recognizance
  • Negligent operation of a motor vehicle
  • Marked lanes violation
  • Speeding
  • Failure to stop for police
  • Unlicensed operation of a motor vehicle
  • Assault a dangerous weapon
  • Failure to stop or yield
Robert Brice Tejada, 19, of Edson Street, Lowell
  • Possession of Class B drugs
  • Possession of Class D drugs
  • Possession with intent to distribute Class D drugs
  • Person under 21 possessing liquor
Juvenile Arrest, 15
  • Possession of Class B drugs
  • Possession of Class D drugs
  • Person under 21 possessing liquor
  • Possession with intent to distribute Class D drugs
Juvenile Arrest, 16
  • Possession of Class B drugs
  • Possession of Class D drugs
  • Person under 21 possessing liquor
  • Possession with intent to distribute Class D drugs
  • Arrestee furnishing a false name or social security number
In addition to the Westford incident, Chelmsford Police Department officers also made several arrests in recent days. Below are those arrests, which do not indicate a conviction.

Monday, August 5
  • Following a traffic stop, officers arrested William Francis Fuller, 48, of 43 Summer Street, Lowell, and charged him with operating a motor vehicle under the influence of drugs and operating a motor vehicle with a revoked license.
  • Police served a warrant to Kenneth J. Jones, 50, of 4 Howard Road, Chelmsford. He was arrested for larceny over $250 and operating a motor vehicle with a suspended license and uninsured registration.
  • Michelle McLoughlin, 53, of 5 Louisburg Square, Nashua, N.H., was arrested and charged with larceny of property greater than $250.
Tuesday, August 6
  • Thomas P. Hebert, 48, of 88 Prospect Street, Acton, was arrested and charged with assault and battery following a domestic incident.
  • Mason C. Kotomi, 26, of 305 Dutton Street, Lowell, was arrested and charged with larceny of property greater than $250.
