Seems that a near drowning and 2 fist fights is not enough for Chelmsford officials to have some authority to close a beach with over 300 people and no lifeguards on duty.
What will it take??

The police are already overwhelmed with traffic duty and cell phone calls. Only $5000 extra for scooter patrol. Thats about 2 days overtime duty. No money left for safety at the beaches. Sorry.
